I may be biased, since After Effects is my main working tool for quite some years and I get that this topic is about how you would do this in TVPaint, but to me it sounds really cumbersome to do stuff like this straight in TVPaint, if you don't have to. Not only cause it's just a few basic settings, but also since it's non destructive and you can either use this effects on the whole shot or just a layer. I'm sure there are cases where you would want to use an effect straigth in TVPaint, since you need to see it, while animating, but in all other cases the only downside of using After Effects is, that you need to buy it too it seems.
