In TVPaint 12.0.6 , importing video with the Preload box unchecked (no preload) and the Import Audio box checked results in imported video with no audio.

If yu want to have a panned BG you can use the keyframer, but it would be nicer to be able to use features like the 2D camera with keys that are easu to update, but I don't think it's possible.
