I think Blender3D is really the tool for this. You can do quite a lot of 2D animation layout and drawing in it now. It’s free and the 2D animation tools are greatly expanded in version 2.8.
Do a trace sketch in Blender, render to a PNG sequence and then import that to TVP.

It’s probably one of those spongy pencil grips. In the US they’re available at office supply stores but I’m sure you could buy some online.

Maybe the pixel distance setting is too big? In the Flips window, try playing around with the pixel distance to find one small enough for your typical hand movements.

You can hold down Alt-LeftClick to pan the screen, Alt-RightClick to zoom, and Ctrl-Alt-LeftClick to rotate the view without switching tools.

Agreed on the need to down-res the animatic. Under 1080 should be fine. A short while ago I purchased the Bloop Animation tutorial series for TVPaint and one of the particularly useful sections of it was a guide to splitting your animatic.
