I didn't say we will do it now. But yes, we are all aware of this weakness in TVPaint interface.

I made a darker version of the TVP Mirage interface. It's a bit easier on the eyes I find, especially when working on a Cintiq.

Since you can't change the buttons to white, I feel more comfortable with bright layouts. I created another one, based on lemecs
surreptitious* dark colour theme.
I tried to reduce the layout-elements to the minimum, to make it a bit clearer. Unfortunately like in lemecs interface unchecked checkboxes become invisible.

As said elsewhere : yes, we should improve this part of TVPaint, but we have other more important request to add / fix

EMERALD DARK
This is a theme for Version 11. It's a bit darker than Orage, the original dark theme and uses just a tiny bit of color, to highlight some things.
