This is a new series being made by the creator of the webcomic Zoophobia and the Die Young animation. Like Die Young, this is also animated with TVPaint. From what I hear it's being picked up by Amazon Prime, so hopefully it'll get far.

My guess is that despite being colored in Harmony, the actual animation was done in TVPaint. Harmony's frame by frame is mainly vector based, so you don't get the same results with vector drawing as you do with raster drawings. No guessing is required.
